Vehicles are subject to immobilization once a vehicle owner has incurred $300 or more in outstanding and overdue citations issued to the registered owner on currently or previously owned motor vehicles. Unpaid violations are not calculated towards immobilization and towing eligibility until the time to file an appeal has passed, therefore the appeal of a boot and/or tow is not an appeal of the validity of the outstanding and overdue citations.

A boot/tow appeal must be submitted in writing within 5 business days upon receipt of boot or tow notice. Failure to file an appeal within this 5-day period constitutes a waiver of the right to an appeal. Submit the appeal to:
